Who regulates fall protection in Saskatchewan

Saskatchewan's rules are in The Occupational Health and Safety Regulations, 2020, made under The Saskatchewan Employment Act. Fall protection sits in Part 9 (ss. 9-2 to 9-5); the equipment rules (lifelines, harnesses, snap hooks, lanyards) are in Part 7 (ss. 7-15 to 7-21). The Occupational Health and Safety Division enforces them, and WorkSafe Saskatchewan runs prevention programs.

When fall protection is required in Saskatchewan

The employer or contractor must ensure workers use a fall protection system at a temporary or permanent work area where:

  • a worker may fall 3 m or more; or
  • there is a possibility of injury if a worker falls less than 3 m.

Employers have been convicted and fined for falls under 3 m, including a $70,000 total fine in 2024 for a scaffold fall.

Fall protection plans and training in Saskatchewan

A written fall protection plan is required where a worker may fall 3 m or more and workers are not protected by a guardrail or similar barrier. Before a worker works where a fall protection system must be used, they must be trained on the plan and the safe use of the system. WorkSafe Saskatchewan offers a free fall protection e-course, with a hands-on evaluation by a competent supervisor.

Where a worker could be incapacitated in a dangerous situation, the regulations also require an effective written rescue procedure (s. 5-3).

Anchors and approved equipment in Saskatchewan

Anchor points for personal fall arrest need an ultimate load capacity of at least 22.2 kN (5,000 lbf) per worker, in any direction the load may be applied.

The government's Approved Standards and Practices list for Part 7 names CSA Z259 standards for lifelines, personal fall arrest systems, snap hooks and lanyards. For full-body harnesses it lists both CSA Z259.10 and ANSI/ASSP Z359.11. Other standards may be accepted if they give equivalent or greater protection.
